Strip mining of coal from the Eastern Kentucky Mountains has been common practice for decades. The most common method of strip mining is mountaintop removal. During mountaintop removal, huge quantities of spoil material are deposited in adjacent valleys and over previously mined benches creating thousands of acres of relatively level land. As other non-mine related industries move into the area, these old mine spoil fill sites are being considered for large industrial developments. However, after several well publicized failures of buildings constructed on mine spoil, there is reluctance to invest large sums of money into a mine spoil fill site due to the unknown risk of detrimental settlement.

The goal of this research was to develop a reasonable predictive model to evaluate the settlement potential of Eastern Kentucky mine spoil fills. Three mine spoil fill sites were studied. Two of the sites were filled by placing mine spoil using end-dumping and the third site was filled using a dragline. Settlements were monitored using surface monuments and extensometers located throughout the site. The extensometers were monitored for two years on the end-dumped sites and over seven years on the dragline dumped site. The results of the settlement monitoring indicated that on end-dumped mine spoil fill sites which are less than 100 feet (30 m) thick and over 10 years old, the initial compression phase has occurred and the fill is in the secondary compression phase.

Future additional settlements due to secondary compression of the end-dumped mine spoil was found to be less than 1 inch (2.5 cm). The dragline-dumped site had mine spoil fills of up to 200 feet (60 m) and exhibited settlements ranging from 3 inches (8 cm) to 30 inches (80 cm) depending on the age of the fill.

As a part of this research, the effect of water infiltration on the settlement of mine spoil fills was observed. A recently constructed manufacturing facility exhibited excessive settlement as a result of improper site drainage. This research found that the shale portion of the spoil will slake creating a relatively impermeable surface layer, which minimizes the infiltration of surface water. However, during the site development portion of a construction project, the surface of the mine spoil is disturbed thereby destroying the relatively impermeable crust that had formed. Until the crust reestablishes itself, the threat of surface water infiltration continues unless proper drainage is maintained. Therefore, although settlement due to self weight of older mine spoil sites can be within tolerable ranges, water infiltration or hydroconsolidation can be detrimental.

The use of the mine spoil settlement predictive model will result in less conservative site development options when developing industrial faculties on mine spoil fill sites. These less conservative recommendations will provide a large cost savings without increasing the risk of detrimental settlements when building on mine spoil fill sites.
