Many organizations lack a framework to assist managers in allocating IT personnel to e-commerce projects. There has been limited literature to guide the development of a framework. The purpose of this exploratory study was to identify and understand how a large financial services company allocates IT personnel to e-commerce projects when business priorities change. Qualitative research was conducted using the intrinsic case study method. Participants were interviewed and observed, and documentation was collected, to identify and understand how IT personnel are allocated to e-commerce projects and how decisions are made as to which IT personnel should work on which projects. After the data were analyzed, a framework was developed to aid managers in the decision-making process for the allocation of IT personnel to e-commerce projects. Skill sets, project workloads and IT personnel availability information are factors that comprise the framework. In addition, other sourcing solutions such as hiring new employees, hiring contractors, and outsourcing are viable alternatives to staff projects.
