This dissertation examines the Central Government Reform in 2001, the largest reform program in the Japanese executive system since the American occupation reform in 1945--52. It answers the questions of what the reform aimed at, what societal needs existed behind the reform, how the policy makers interacted and agreed on the reform, and how effective the reform has turned out to be and why. Moreover, through a comprehensive investigation of the reform, it presents a larger picture of the transformation that the Japanese politics is currently experiencing.

Over its lengthy reign, the government of the Liberal Democratic Party (LDP) has established a stable policy-making system. The system has two major characteristics: strong bureaucracy and decentralization. And these characteristics are essentially attributable to the propensity of the organizational behavior of LDP and the bureaucracy. In 1990s, the system came under profound criticisms for a range of reasons including its poor capacity for inter-ministerial coordination, its unsuitableness for economic reform, the public's distrust toward the bureaucracy, corruptions, and low transparency. The reformers vocally proposed to establish "the cabinet-centered policy-making" to solve these criticisms. The reform pressures rapidly grew because they coincided with the emergence of new parties and resulting political changes. In response, in 1996, LDP launched a major initiative for government reform to realize "the cabinet-centered policy-making," which was completed as the Central Government Reform in 2001.

The outcomes of the reform are generally disappointing until now. The traditional policy-making system remains undamaged. Most importantly, this dissertation argues that the failure of the reform indicates that LDP today lacks the ability to respond flexibly to changing societal demands. LDP once showed remarkable adaptability to popular demands and this allowed it to monopolize the government position for an extended period. But the failure of the reform clearly shows that LDP today is not as good at adaptations as in the past.
