This dissertation examines the processes by which older Americans have come to wield increasing power in American national politics, and the ways in which the political process has responded to this power. It argues that a number of related factors--growing life expectancy, improved health technology, greater income, and two major benefits programs enacted before the elderly had fully coalesced as an interest group--have provided older Americans with both the incentive and the means to coalesce as an interest group in defense of their substantial government benefits, and in pursuit of greater benefits.Subjects--Topical Terms:

The dissertation suggests that the Social Security and Medicare programs were enacted not as a result of the "gray lobby" in politics, but in response to advocates for the elderly, and as part of more comprehensive policy initiatives, for which seniors would be the basis of a politically attainable first step. In the period following the establishment of the Medicare program, the politics of the elderly has undergone a transformation from "virtual representation" to "direct representation," and, although there are a number of significant cleavages among the elderly, because there is general agreement on fundamental political interests, they are now able to dominate much of the political dialogue affecting their interests.

Because of the demographic trend toward an aging population, and because of the growing political influence of seniors, the proportion of the Federal budget devoted to their interests has been rising steadily. A national crisis could result when the "Baby Boom" generation begins to retire and the ratio of workers-to-retirees drops dramatically, to about 2.5 to 1, half of its present level. This is accentuated by the fact that the political system is currently spending Social Security Trust Fund "reserves" in order to fund the Federal deficit. Moreover, individuals, having come to expect government retirement benefits, are saving less for their own retirement, and private firms are cutting back on their own pension programs.
