摘要註:	本研究旨在探究彰化市社區照顧關懷據點經營管理現況、困境及策略，冀研擬ㄧ具體有效之經營管理策略，提供彰化市或其他地區之社區照顧關懷據點，協助其檢核並改善經營管理方式，以利後續辦理相關服務或活動之參考。為有效達成研究目的，本研究採質與量並行之方式，以文件分析與德懷術等研究方法進行探究。首先，針對彰化市社區照顧關懷據點之源起與實行現況、社區照顧理論、經營管理理論及社區照顧關懷據點經營管理策略等相關文獻進行探究，歸納出社區照顧關懷據點經營管理策略構面與內涵，並依據文獻探討與文件分析結果，自行編製第ㄧ次德懷術問卷（初稿），且惠請指導教授與數位研究生，針對第ㄧ次德懷術問卷內容之架構與適切性、用字遣詞及版面格式編排等方面，進行資料內容檢核，提供寶貴意見，發展德懷術所需之研究工具。其次，本研究依據研究目的與範圍，參照德懷術取樣準則，針對德懷術專家進行研究對象之取樣工作。本研究以立意取樣方式，選取目前任職於彰化市社區照顧關懷據點負責人、彰化縣政府業務主管及學術界相關領域教授等三類職務類別之德懷術專家，共計二十ㄧ人，進行三次德懷術問卷調查作業。德懷術在資料分析方法上，屬於無母數統計分析，待德懷術問卷調查回收後，本研究即進行各策略構面與內涵之假設考驗（柯-史單一樣本考驗、克-瓦二氏單因子等級變異數分析及符號考驗）與描述性統計分析（平均數、標準差、眾數及等第排序）。最後，依據上述研究歷程與結果，茲就本研究結論，摘述如後。壹、彰化市社區照顧關懷據點經營管理策略之實行，應涵蓋「空間與設備管理」等六項策略構面，及「招牌置放於明顯處所（含縣府發給之掛牌、自行設計之海報或紅布條等）」等五十一項策略內涵。貳、彰化市社區照顧關懷據點經營管理策略構面之實行，應涵蓋「空間與設備管理」等六項策略構面，其中以「志工人力資源管理」與「永續經營與創新管理」策略構面最為重要，以「永續經營與創新管理」策略構面最為困難。參、彰化市社區照顧關懷據點經營管理策略內涵之實行，應涵蓋「招牌置放於明顯處所（含縣府發給之掛牌、自行設計之海報或紅布條等）」等五十一項策略內涵，其中以「提供民眾明確服務時間」、「志工招募及運用」及「提供關懷訪視」策略內涵最為重要，以「建立使用者付費服務機制」策略內涵最為困難。

This case study had provided a pattern for community caring-concern centers in Changhua city and other area to examine and improve their management strategy, when providing services and holding activities can take it as a reference. In order to accomplished the purpose, this study employed the mixed of both qualitative and qualitative analysis, the document analysis and Delphi technique were conducted.First, the study was centered on about the origins, current situation, theory of community caring-concern, management, strategies and related papers. The findings were summarized in perspectives and connotations for management strategy of community caring-concern. The first draft of Delphi questionnaire was composed according to the result of literature review and document analysis. Then, based on opinions of professors and graduate students for framework, applicableness, words and format of Delphi questionnaire, revision of context was made and the research tools of Delphi technique was developed.Second, referring to research purpose and field, and following Delphi technique, a purposively sampling method was used to select 21 Delphi experts, including the person in charge of community caring-concern centers in Changhua city, executives of Changhua County Government, and academic professors in related domain. The 3-round questionnaires of Delphi surveys were conducted to analyze hypothesis researches ( Kolmogorov-Smirnov one sample test, Kruskal-Wallis one-way analysis of variance by rank and the sign test) and descriptive statistics (mean, standard deviation, mode and rank) on perspectives and connotations for management of community caring-concern centers. Finally, on the basis of above results, the main conclusions of this study were as follows:i. The practiced of management strategy for community caring-concern centers in Changhua City contained 6 perspectives, encompassed “Management of space and equipment” and so forth, and 51 connotations, encompassed “Signboards put in the obvious place” and so forth.ii. The practiced of management strategy for community caring-concern centers in Changhua City contained 6 perspectives, encompassed “Management of space and equipment” and so forth. Among all the perspectives, “Human resource management of volunteer” and “Sustainable and innovation management” were the most important of all. In addition, “Sustainable and innovation management” was the most difficult perspective to enforced.iii. The practiced of management strategy for community caring-concern centers in Changhua City contained 51 connotations, encompassed “Signboards put in the obvious place” and so forth. Among all the connotations, “Providing obvious service time” , “Volunteer acquisition and operation” and “Providing social caring and visiting” were the most important of all. In addition, “Establishing the form of user charge” was the most difficult connotation to enforced.
