摘要註:	隨著時代遷變，里鄰長職務越來越有人參於競爭，里鄰長雖是民選產生，在法律制度上對里鄰長的定位一直很模糊，雖是地方民選公務員，非屬於公務人員任用條例，又受區公所區長指揮監督沒有自主權，里鄰長是最貼近民眾也是政府最基層的民意代表卻如此不被重視，服務選民有時心有餘力不足，往往要借助同選區議員幫忙，才可以完成選民所託的大、小事，所以里鄰長的功能，職權常常受到牽制而不明確，因此想出了快速又節省人力的應變方式，利用通訊軟體來服務。本研究旨在探討里鄰鄉親有無使用即時通訊軟體Line對組織溝通效能與凝聚力之影響，提供未來政策制定與修正之參考，以台中市東區東興里為例。此次研究以台中市東區東興里為對象進行問卷調查，共發出 584 份問卷，回收 497 份，回收率 85.1%；回收問卷中剔除 20 份填答不完整之問卷，計有效問卷共 477 份，有效樣本率 81.6%。
