摘要註:	目前政府公設救護車資源吃緊，再加上民眾濫用救護資源狀況層出不窮，嚴重程度甚至可影響公設救護車之運行與品質，近年各縣市逐漸出現公設救護車必須制訂收費制度的聲浪，足見此議題值得深刻探討。本研究主要以南投縣消防局公設救護車為例，配合消防相關人力作為主要問卷研究對象，旨在探討消防相關人力之認知狀況，包含公設救護車之財務構面、管理模式、法治層面及執行現況。問卷調查共發出280份問卷，回收有效問卷264份，有效問卷回收率達94%，透過SPSS 22.0進行統計分析。研究結果如下：（1）消防相關人力以年齡31歲至40歲、服務年資5年至10年，教育程度較高之男性為主。（2）由財務構面之認知顯示出，公設救護車資源吃緊需要額外的援助。（3）由管理模式之認知顯示出，如公設救護車製訂出收費制度是有正面的影響。（4）由法治層面之認知顯示出，現行法規無法立即有效的支持救護車收費。（5）由執行現況之認知顯示出，政府有能力協助公設救護車品質提升。上述結果顯示出救護車收費制度可能無法在短期內全面實行，而在「財務」、「管理」、「法治」與「現行」四構面顯示出受試者間差異，可供政策與後續研究參考，也期望未來本研究可對各縣市推動收費制度提供幫助。

In recent year, a lot of county have raised the voice of the necessity of development in ambulance charging system. Therefore, this issue deserves more profound exploration. In this study, we take the Public Ambulance on Nantou county for example and do questionnaire focusing on people who serving in fire safety. In order to explore the cognitive of the people serving in fire safety, we divide public ambulance into several aspects to explore, including financial, management, law and current status. A total of 280 copies were sent out, and recycled 264 valid questionnaires. The valid response rate was 90%, which analyzed by SPSS 22.0. The results are as follows: （1） People serving in fire safety is aged approximate 31 to 40 with 5 to 10 years of seniority and high level of education. （2） In the aspect of financial, it was showed that public ambulance resource required more extra assistance. （3） The cognitive of the management showed that setting ambulance to a charge system would make a positive effect. （4） In terms of law, it is demonstrated that the regulation could not immediately and effectively support the charge system on ambulance. （5） Least but not last, the cognitive of the status indicated that the government exactly has the ability to improve the quality of public ambulance. In generals, the ambulance charge system would not be completely executed at a short time. We hope this report could improve the development of ambulance system in a few counties in the future.
