摘要註:	年金改革降低公教人員退休金，再就業成為議題。同年銀髮公教志工計畫停辦，現況為何，亦值得探討。本研究目的在瞭解公教人員退休後是否再就業（有酬）與從事志願服務（無酬）之動機及對整體環境之滿意度情形，以南投縣公部門退休人員為研究對象，研究方法採問卷調查，理論基礎為馬斯洛需求層級理論，應用於動機分析，並以滿意度檢視需求符合情形。研究結果發現再就業有助於自我實現需求之滿足，政策建議適度鬆綁退休再任相關法令限制以活化人力資源；從事志願服務有助於尊重需求之滿足，志工團體之運用應予推廣並系統性訓練。未再就業多因體力限制，建議職務重新設計以漸進再投入勞動市場；未從事志願服務多因陪伴照顧長輩，建議增加服務時數兌換之實用性以提升參與意願。

In the same year the volunteer program for the aforementioned population is ended, leaving its status quo discussable. The purpose of this study is to understand the motivation and satisfaction about re-employment (with monetary reward) and volunteerism (without monetary reward) for retired civil servants and teachers. The subjects are retired employees in public sector in Nantou County. The methodology conducted survey questionnaire. The theoretical basis is Maslow’s hierarchy of needs applied to analyze motivation and satisfaction to see if the need is met. Results showed that re-employment is helpful for the satisfaction of self-actualization need; thus loosing the restraint of re-employment is suggested to refresh human resources. And volunteerism is helpful for the satisfaction of esteem need; thus the promotion and systematic training of volunteer groups is suggested. Lack of energy is the main reason for the non-reemployed; thus job re-design to gradually re-join labor market is suggested. Being parents’ companion is the main reason for the non-volunteered; thus increasing the practical use of the exchange for volunteer hours to strengthen their willingness of volunteerism is suggested.
