摘要註:	本研究旨在於探討國防部2017年3月提出軍人退休年金制度改革方案，了解有關國家近期針對年金制度改革影響官兵留退意願、退休規劃、再就業意願等，對於屆退或已退的官兵有何影響或看法，探討官兵退休規劃影響的因素與比例。本問卷依Ajzen計畫行為理論發展留退意願、退休規劃、再就業的三大構面，對於屆退或已退軍職人員的影響，研究法則採取模糊理論方法，採模糊語意量的問卷設計，進行施測與量化來實施分析，對象係以陸軍後勤職類現役或退役官兵，發放400份問卷，有效問卷326份，研究分析：（1）影響退役以「生涯規劃」為主要因素，官兵普遍認為仍以「已達服役年限」為退伍目標。（2）受訪官兵「非常認同」對於現行退休制度應依照我國生活條件及完善的配套措施，才能放心退伍。（3）官兵認為退休前應有完善的理財規劃，才能放心退伍，如果沒有要有穩定的投資或儲蓄，可能會影響個人提早退休。（4）受訪官兵認為「退休俸多寡」可能會影響退休生活的主要因素。（5）受訪官兵均認為目前政府推動軍人年金改革政策，將會影響個人退休規劃的期程。本研究結果可提供現役官兵針對服役期間生涯、理財、健康方面做好先期規劃，有效降低因年金改革後退休生活所面臨之健康、財務、就業等問題。

The purpose of this study was to investigate the current influence of Taiwan’s pension reform bill on military personnel’s willingness to continue service, retirement planning, and willingness to be re-employed. By investigating the influence of the pension reform bill on discharged and retired military personnel and referencing their opinions, this study explored influential factors and their relevance to military soldiers’ and officers’ retirement planning.Following Ajzen’s theory of planned behavior, this study developed a questionnaire consisting of three dimensions to investigate the influence of the pension reform bill on discharged and retired military personnel, including their willingness to continue service, retirement planning, and willingness to be re-employed. This study adopted fuzzy set theory to incorporate a fuzzy linguistic algorithm in the questionnaire design to conduct measurement and quantification for analysis. The research targets were currently active and retired officers and soldiers from army logistics category. A total of 400 copies of the questionnaire were distributed; 326 were valid samples. The research analysis is detailed as follows:（1）The primary influencing factor of discharge was career planning. Officers and soldiers commonly set their discharge goals as “completion of service.”（2）The participants strongly agreed that to assure them of their retirement, the current retirement system should be developed based on Taiwan’s living conditions and featured well-developed supporting measures.（3）Officers and soldiers agreed that well-developed financial planning before retirement is required to assure them in retirement. Stable investments and savings can determine whether an individual can retire early.（4）The participants agreed that the pension amount might be the principal factor influencing their retirement lifestyle.（5）The participants agreed that the current governmental promotion of military pension reform policies influenced their retirement scheduling.The results of this study could assist currently active officers and soldiers in conducting preliminary planning for career, financial, and health-related aspects during the term of military service to effectively reduced the health, financial, and employment problems related to individuals’ retirement lifestyles after implementation of the pension reform bill.
