Since the outbreak of COVID-19 at the end of 2019, the daily number of confirmed cases and deaths has continued to climb, forcing hospital nursing staff to adjust their duties to prioritize the care of those who have been infected. As the pandemic has become more severe and the risk of caring for patients has increased, the willingness of nursing staff to care for COVID-19 patients has been affected. This study aims to establish a research framework combining the Perceived Risk Theory and the Theory of Planned Behavior, to investigate the factors that influence nursing staff's intentions to care for COVID-19 cases. The study explores four dimensions: "Nursing staff's perceived risk in caring for COVID-19", "Nursing staff's attitudes and beliefs about caring for COVID-19", "Subjective norms of nursing staff caring for COVID-19 cases", and "Nursing staff's perceived behavioral control beliefs in caring for COVID-19 cases". The study focuses on the impact of these factors on the nursing staff's intentions to care for COVID-19 cases.A total of 249 questionnaires were collected in this survey. The results of multiple regression analysis showed that the factors affecting nursing staff's intentions to care for COVID-19 cases are perceived behavioral control beliefs(β = 0.41, p < 0.001), attitude beliefs(β = 0.31, p < 0.001), subjective norms(β = 0.21, p < 0.001), and perceived risk(β = - 0.11, p = 0.01). This indicated that nursing staff's intentions to care for COVID-19 cases are most influenced by their own evaluation of their ability and obstacles to caring for COVID-19 cases. The higher the nursing staff's self-evaluation of their ability to care for COVID-19 cases, the higher their willingness to care for COVID-19 cases. The second most influential factor is nursing staff's attitudes and beliefs about caring for COVID-19 cases. The higher the nursing staff's attitudes and beliefs about caring for COVID-19 cases, the higher their willingness to care for COVID-19 cases. The overall explanatory power of the research framework was adjusted to 64%, indicating that it can effectively explain nursing staff's intentions to care for COVID-19 cases, and thus participate in clinical patient care. The results of this study can serve as a reference for hospital management to allocate nursing staff resources, in order to increase nursing staff's willingness to care for COVID-19 patients.
